ԱՄՆ-ում ստորագրված փաստաթուղթը սպառնալիք է հայ ժողովրդի` իր բնօրրանում ապրելու իրավունքի դեմ

Արցախի մշակութային ժառանգության օմբուդսմեն Հովիկ Ավանեսովը գրում է․

"Օգոստոսի 8-ին` բնիկ ժողովուրդների միջազգային օրվա (ինչպես նաև օգոստոսի 10-ին` Սևրի դաշնագրի օրվա) նախօրեին, Վաշինգտոնում ստորագրված հակահայկական բնույթ ունեցող փաստաթուղթը հարված է ոչ միայն Հայաստանի Հանրապետության պետականությանը, անվտանգային համակարգին և ազգային ինքնիշխանությանը, այլև ծայրաստիճան վտանգավոր նախադեպ է՝ ուղղված ամբողջ տարածաշրջանի ուժային բալանսի խեղմանը և միջազգային իրավունքի ոտնահարմանը։

Փաստաթուղթը, իր բովանդակությամբ և ընկալումներով, իրականում դառնում է ադրբեջանական ցեղասպան քաղաքականության լեգիտիմացման գործիք՝ «կանաչ լույս» տալով Բաքվի ֆաշիստական և ավտորիտար վարչախմբին՝ շարունակելու իր համակարգված և հետևողական մշակութային ցեղասպանությունը Արցախի՝ դարավոր հայկական պատմամշակութային ժառանգության դեմ։

Այդ գործողությունները ոչ միայն հանցագործություն են համաշխարհային քաղաքակրթության դեմ, այլև ուղիղ ոտնձգություն են հայ ժողովրդի ինքնության, պատմական հիշողության և մարդու հիմնարար իրավունքների նկատմամբ։

Վաշինգտոնյան այս խայտառակ փաստաթուղթը միջազգային իրավական և բարոյական պարտավորությունների բացահայտ խախտում է, որն օրինականացնում է Ադրբեջանի կողմից իրագործվող հանցավոր արշավը՝ ուղղված ոչ միայն հայկական եկեղեցիների, հուշարձանների, գերեզմանների և պատմական բնակավայրերի ոչնչացմանը, այլև՝ ամբողջ մի քաղաքակրթական տարածքի իսպառ ջնջմանը։ Սա ոչ այլ ինչ է, քան միջազգային հանրության հանցավոր անտարբերության կամ կեղծ չեզոքության դրսևորում՝ միաժամանակ հնարավորություն ընձեռելով Բաքվին ազատորեն և անպատժելիորեն վերաձևել իրականությունը՝ ըստ իր ցեղասպան տրամաբանության։

Սույն փաստաթուղթը սպառնալիք է հայ ժողովրդի` իր բնօրրանում ապրելու իրավունքի դեմ և միակողմանի զիջում, ընդհուպ մինչև թշնամու թելադրանքով նոր Սահմանադրության ընդունում, որտեղ այլևս խոսք չի լինի Արցախի ու Հայ Դատի համար պայքարելու մեր իրավունքների մասին։

Սա բացում է մի նոր «դուռ»` թշնամու ցեղասպան քաղաքականության շարունակության համար։

Այսպիսի փաստաթուղթը, բնականաբար չէր կարող պարունակել դրույթներ ոչ գերիների վերադարձի և ոչ էլ բռնի տեղահանված արցախցիների` իրենց բնօրրան վերադարձի մասին։

Հետևաբար, օգոստոսի 8-ին ընդունված այս փաստաթուղթը ոչ միայն հայ ժողովրդի ազգային շահերից որևէ կետ չի արտացոլում, այլև ուղիղ սպառնալիք է մեր պետականության գոյությանն առհասարակ"։

Подписанный в Вашингтоне документ — угроза праву армянского народа жить на своей Родине

Омбудсмен по культурному наследию Арцаха Овик Аванесов пишет:

"Антиармянский документ, подписанный в Вашингтоне 8 августа, в Международный день коренных народов мира (а также накануне 10 августа, Дня заключения Севрского договора), является ударом не только по государственности, системе безопасности и национальному суверенитету Республики Армения, но и крайне опасным прецедентом, направленным на искажение баланса сил во всем регионе и нарушение международного права.

Документ своим содержанием и трактовкой фактически становится инструментом легитимизации геноцидальной политики Азербайджана, давая «зеленый свет» фашистскому и авторитарному режиму Баку на продолжение систематического и последовательного культурного геноцида против многовекового армянского историко-культурного наследия Арцаха.

Эти действия являются не только преступлением против мировой цивилизации, но и прямым посягательством на идентичность, историческую память и основополагающие права армянского народа.

Позорный вашингтонский документ является вопиющим нарушением международно-правовых и моральных обязательств, легитимируя преступную кампанию, проводимую Азербайджаном, направленную не только на разрушение армянских церквей, памятников, кладбищ и исторических поселений, но и на полное уничтожение целой цивилизационной территории. Это не что иное, как проявление преступного безразличия или ложного нейтралитета международного сообщества, одновременно позволяющее Баку свободно и безнаказанно перекраивать реальность в соответствии со своей геноцидальной логикой.

Документ представляет собой угрозу праву армянского народа жить на своей Родине и односторонние уступки, вплоть до принятия новой Конституции по указке противника, где больше не будет и речи о наших правах бороться за Арцах и Ай дат.

Это открывает новые «двери» для продолжения геноцидальной политики противника.

Подобный документ, естественно, не мог содержать положений о возвращении военнопленных или возвращении на Родину насильственно перемещенных жителей Арцаха.

Следовательно, принятый 8 августа документ не только не отражает ни одного пункта национальных интересов армянского народа, но и представляет собой прямую угрозу существованию нашей государственности в целом".

The document signed in the USA is a threat to the right of the Armenian people to live in Homeland

The Ombudsman for the Cultural Heritage of Artsakh, Ovik Avanesov, writes:

"The anti-Armenian document signed in Washington on August 8, the International Day of the World's Indigenous Peoples (as well as on the eve of August 10, the Day of the Treaty of Sevres), is a blow not only to the statehood, security system and national sovereignty of the Republic of Armenia, but also an extremely dangerous precedent aimed at distorting the balance of power in the entire region and violating international law. rights. With its content and interpretation, the document actually becomes an instrument for legitimizing the genocidal policy of Azerbaijan, giving the "green light" to the fascist and authoritarian regime of Baku to continue the systematic and consistent cultural genocide against the centuries-old Armenian historical and cultural heritage of Artsakh. These actions are not only a crime against world civilization, but also a direct encroachment on the identity, historical memory and fundamental rights of the Armenian people.
