Экс-прокурор Международного уголовного суда Луис Морено Окампо призвал арцахцев более активно защищать свои права

Ряд представителей гражданского общества Армении и Арцаха (Карабаха) встретились с доктором права, экс- прокурором Международного уголовного суда Луисом Морено Окампо. Как пишет газета "Апараж", на встрече был обсужден вопрос того, какие имеются политико-правовые инструменты для борьбы за права арцахцев.

Окампо, в частности, отметил важность роли Конвенции ООН о геноциде в вопросе правовой защиты народов без государства, как важного правового инструмента. Он также подчеркнул, что специальный советник ООН по вопросам предотвращения геноцида заявил, что в Арцахе существует риск геноцида, а это уже подразумевает обязательство по части действий со стороны международного сообщества.

Также будет очень важно поднять вопрос о пленных в контексте изменения климата ООН и показать, что Азербайджан держит в свих тюрьмах невинных людей.

На встрече было также отмечено, что мир признал Геноцид 1915 года, но это не имело никаких последствий. Окампо говорит, что сейчас мир совсем другой: тогда не было Международного суда ООН, не было социальных сетей, диаспоры и т.д. И многое зависит также от того, насколько армяне захотят бороться.

По словам эксперта, как бы Азербайджан ни утверждал обратное, именно арцахцы являются владельцами земли, и все будет зависеть от того, насколько люди готовы к борьбе. Он советует арцахцам более активно защищать свои права.

Ex-Prosecutor of the International Criminal Court Luis Moreno Ocampo called on the Artsakh people to defend their rights more actively

A number of representatives of the civil society of Armenia and Artsakh (Nagorno-Karabakh) had a videoconference meeting with Professor Luis Moreno Ocampo, the first Chief Prosecutor of the International Criminal Court.

The meeting discussed the legal and political tools that are available to fight for the rights of the Armenians of Artsakh, Aparaj writes.

In this connection, Professor Ocampo particularly highlighted the role of the UN Convention on the Prevention and Punishment of the Crime of Genocide as an important legal tool in the legal protection of stateless peoples.

Also, Ocampo noted that the UN Special Adviser on the Prevention of Genocide had stated that there is a risk of genocide in Artsakh, and this already implies the obligation of the international community to act.

In this context, it will also be very important that we raise the matter of Armenian captives in Azerbaijan in the context of the upcoming UN Climate Change conference in Azerbaijan and show that the latter keeps innocent people captive in its prisons.

It was also discussed at the meeting that the world has recognized the Armenian Genocide of 1915, but it did not have any end results. Ocampo said the world is very different now; at that time there was no The International Court of Justice of the United Nations, there were no social media, Armenian diaspora, etc. And a lot depends also on how much the Armenians will want to fight.

Also, Ocampo said that no matter how much Azerbaijan claims otherwise, the Armenians of Artsakh are the owners of the land, and everything will depend on how ready we are to fight. He advised the Armenians of Artsakh to be more active in protecting their rights.

ՂԱՐԱԲԱՂԻ ԻՇԽԱՆՈՒԹՅՈՒՆՆԵՐ, ԱՐԹՆԱՑԵ՜Ք ՔՆԻՑ

Միջազգային քրեական դատարանի նախկին դատախազ Լուիս Մորենո Օկամպոն արցախցիներին կոչ է արել ավելի ակտիվ պաշտպանել սեփական իրավունքները

Հայաստանի և Արցախի քաղաքացիական հասարակության մի շարք ներկայացուցիչներ տեսակապով հանդիպում են ունեցել իրավունքի դոկտոր, Միջազգային քրեական դատարանի դատախազ Լուիս Մորենո Օկամպոյի հետ։ «Ապառաժ»-ը գրում է, որ հանդիպմանը քննարկվել է, թե ինչ իրավաքաղաքական գործիքներ կան պայքարելու արցախցիների իրավունքների համար։ Պրոֆեսոր Օկամպոն մասնավորապես կարևորել է ՄԱԿ-ի Ցեղասպանության մասին կոնվենցիայի դերը առանց պետության ժողովուրդների իրավական պաշտպանության հարցում որպես իրավական կարևոր գործիք։ Oկամպոն նաև նշել էր, որ ՄԱԿ-ի Ցեղասպանության կանխարգելման հարցերով հատուկ խորհրդականը հայտարել էր, որ կա ցեղասպանության ռիսկ Արցախում, իսկ դա արդեն իսկ ենթադրում է միջազգային հանրության կողմից գործողության պարտավորություն։ Այս համատեքստում նաև շատ կարևոր կլինի, որ ՄԱԿ-ի Կլիմայի փոփոխության համատեքստում բարձրաձայնենք գերիների հարցը ու ցույց տանք, որ Ադրբեջանը անմեղ մարդկանց գերի է պահում իր բանտերում։ Հանդիպմանը խոսվել է նաև այն մասին, որ աշխարհը ճանաչել է 1915 թվականի ցեղասպանությունը, սակայն դա որևէ հետևանք չի ունեցել։ Օկամպոն ասում է, որ աշխարհը շատ տարբեր է հիմա․ այն ժամանակ չկար ՄԱԿ-ի Արդարադատության միջազգային դատարանը, չկար սոցիալական մեդիան, սփյուռքը և այլն։ Եվ շատ բան կախված է նաև նրանից, թե հայերը ինչքան ցանկություն կունենան պայքարելու։ Նա նաև ասում էր, որ ինչքան էլ Ադրբեջանը հակառակն է պնդում, արցախցիները հողի սեփականատերերն են, ու ամեն ինչ կախված կլինի նրանից, թե ինչքան պատրաստ կլինենք պայքարելու։ Նա խորհուրդ է տալիս արցախցիներին ավելի ակտիվ լինել սեփական իրավունքների պաշտպանության հարցում։
