«ОН СКАЗАЛ, ЧТО ЭТО ДЕНЬГИ АРМЯН И БОЯЛСЯ ОБЫСКА»: ПОДРОБНОСТИ ГРОМКОГО СКАНДАЛА В ФСБ

Власти России продолжают преследовать армянских журналистов и прикрывать преступника, ограбившего коллектив независимой армянской газеты...
Беспрецедентная ситуация, сложившаяся вокруг независимой армянской газеты «Третья Сила Плюс» («ТСП»), незаконно закрытой усилиями президента Армении Сержа Саргсяна и ФСБ РФ, продолжает обостряться. Напомним, что газета была открыта по совместной инициативе известного московского мецената Левона Айрапетяна, трагически скончавшегося недавно в мордовской тюрьме РФ, и карабахского журналиста Ваграма Агаджаняна.
Как известно, значительная часть финансовых средств армянского издания, хранившаяся в московском «Альфа-банке», без всякого официального или неофициального объяснения, была незаконно присвоена со стороны ФСБ, в результате чего газета вынуждена была приостановить свою деятельность. Подполковник ФСБ Вадим Поздышев, укравший журналистские сбережения, явно взят под покровительство руководством этого ведомства, хотя вина его в этом преступлении доказана многократно. Причем доказана до такой степени, что сама ФСБ вынуждена была спешно уволить его со службы и, заметая следы, трудоустроить своего проворовавшегося офицера в московской компании RBE GROUP (начальником аналитического отдела). Об этом «ТСП» сообщили домочадцы Поздышева — граждане России, которые сами потрясены незаконными действиями своего родственника и полностью поддерживают справедливые требования коллектива армянской газеты.
Выясняются новые подробности гнусной расправы, устроенной властями над армянскими журналистами. Вот что рассказывает живущая в Москве родственница подполковника ФСБ — Елена Затонская, тоже гражданка РФ: «Однажды он явился к нам домой с большой суммой денег. На мой вопрос «Что это?», он сказал, что «Это деньги армян» и очень боялся обыска. Я призвала его немедленно отправить эти суммы журналистам. Он что-то невнятно пробормотал и, как я поняла, так и не выслал их по адресу. Спустя некоторое время его уволили из ФСБ за присвоение журналистских средств. Непосредственная начальница Поздышева в ФСБ — Гусева Елена Александровна — направила ему уведомление с приказом не выезжать за пределы Российской Федерации — то ли до 2015-го, то ли до 2017-го года».
Госпожа Затонская в своем письме в редакцию «ТСП» призвала армянских журналистов обратиться к руководству ФСБ с призывом вернуть украденные газетные сбережения и выразила готовность оказать содействие в восстановлении справедливости и законности в этом позорном деле. Требования армянских журналистов настолько справедливы, а беззаконие по отношению к газете настолько беспрецедентно, что московские родственники вора — честные, порядочные граждане России — сами готовы отнести письма с протестом в ФСБ и другие госструктуры РФ.
Фактов по делу «ТСП» так много, что справиться с его раскрытием в силах любой провинциальный участковый. Сохранились даже письменные свидетельства самого преступника о воровстве (аж на 21-й странице). Есть и другие, более важные документы. Более того: число доказательств преступления продолжает расти. И поступают они порой… даже от сотрудников самой ФСБ.

Выясняется, что о скандале вокруг закрытия «ТСП» проинформированы отделения ФСБ практически всех регионов России. 
Родственник одного из офицеров-армян, служивших в ФСБ, на условиях анонимности сообщил московским и тюменским источникам «ТСП», что «шум в Конторе очень большой» и «по армянским деньгам уже возникает много вопросов». Многие офицеры в недоумении: почему Бортников (Директор ФСБ — авт.) предпочитает «пачкать погоны из-за одного проколовшегося отщепенца» и «воевать из-за него с журналистами»? По некоторым сведениям, прикрывают вора не только в руководстве ФСБ, но и его родственники в правящей партии «Единая Россия».
Но и это не все. Недавно в адрес главного редактора «ТСП» и журналистов издания поступило письмо от одного из высокопоставленных чиновников РФ, готовившего аналитические справки для Совета Безопасности России и в последнее время сменившего профиль своей деятельности. Зовут его Николай Романович Димлевич. Позже он был включен в рабочую группу Комитета по вопросам СНГ Госдумы РФ и иногда выступал в российском парламенте с докладами на тему, скажем, «Взаимоотношение РФ со странами СНГ в контексте «цветных революций», энергетических и иных проектов». Николаю Димлевичу звонят и из администрации президента РФ примерно по этим же проблемам, поскольку он считается профессионалом в вопросах геополитики.
Вниманию читателей представляем фрагмент его письма, адресованного главному редактору «ТСП» и сотрудникам издания: «Уважаемый Ваграм! Я искренне надеюсь, что Вам удастся добиться справедливости, хотя, как Вы понимаете, это довольно сложно. В любом случае, я желаю вам победы. По моим сведениям, В.П. (Вадим Поздышев — авт.) уволен (из ФСБ) летом 2011 года. Его коллеги вряд ли будут выносить «сор из избы». Единственное, что вы можете сделать, это представить документы непосредственно на имя Директора того ведомства, где служил В.П. Обратиться к Директору проще простого. Есть несколько путей: через электронную почту на сайт (там и адрес есть в Москве), заказным письмом из своей страны, можно лично приехать и через приемную Директора (она находится на улице Кузнецкий мост) ПОД РАСПИСКУ(!!!) вручить пакет, где указать кому, от кого и по какому вопросу. Срок рассмотрения — 30 суток. Справедливость должна восторжествовать, а Зло — обязательно наказано. Вы — люди чести и я желаю вам удачи, успехов и веры. С искренним уважением Николай Димлевич».
Редакция армянской газеты, закрытой усилиями властей России, последовала совету г-на Димлевича и отправила Директору ФСБ Бортникову часть доказательств преступления, в том числе и письменные свидетельства самого вора о краже журналистских средств. В ответ поступило сообщение пресс-службы ФСБ о том, что «ФСБ прекращает переписку». Без всяких объяснений и реакции на факт преступления...

Директор главной русской спецслужбы - ФСБ Александр Бортников пока не вернул армянским журналистам их сбережения, без какого-либо объяснения изъятые из московского "Альфа банка".
Подполковник ФСБ Вадим Поздышев, укравший финансовые сбережения армянской газеты "Третья Сила Плюс" ("ТСП") и уволенный из ФСБ за это преступление, готов извиниться перед коллективом армянского издания. Об этом он сообщил в своем письме главному редактору "ТСП" Ваграму Агаджаняну. 
Представитель ФСБ заявил, что в его ведомстве началась настоящая война между враждующими кланами, которые пытаются опорочить друг друга перед руководством и, судя по всему, перед Администрацией президента Путина. По его словам, кража финансовых средств армянских журналистов – результат деятельности враждующих группировок в ФСБ. 
В нынешней России, со слов подполковника ФСБ, цитируем, "бездарные сынки высокопоставленных чиновников вытесняют таких как он профессионалов", из-за чего страдает вся деятельность этого ведомства. Своей вины в случившемся он не отрицает и готов извиниться перед всем коллективом издания. 
Главный редактор "ТСП" пристыдил подполковника ФСБ, призвал его не впутывать журналистов во внутриведомственную грызню в ФСБ и потребовал немедленно вернуть украденные у журналистов средства. 
Как ни странно, в этом противостоянии руководство ФСБ поддержало не газету, а... подполковника ФСБ, которого сама же уволила за хищение газетных средств. Они по-прежнему не возвращены журналистам. 
Даже вор раскаялся и признал свою вину, но руководство ФСБ не торопится восстановить законность в деле армянской газеты...

ОМБУДСМЕН АРМЕНИИ ОБРАТИЛСЯ К ВЛАСТЯМ РОССИИ ПО ВОПРОСУ ЗАКРЫТОЙ ГАЗЕТЫ "ТРЕТЬЯ СИЛА ПЛЮС"

Уполномоченный по правам человека в Республике Армения Арман Татоян обратился к своему коллеге в Российской Федерации - Татьяне Москальковой по вопросу независимой армянской газеты "Третья Сила Плюс", незаконно закрытой усилиями экс-президента Армении Сержа Саркисяна и Федеральной Службы Безопасности РФ.

Уполномоченный по правам человека в Республике Армения Арман Татоян направил письменный запрос своему коллеге в Российской Федерации по делу независимой армянской газеты "Третья Сила Плюс" ("ТСП"), незаконно закрытой усилиями экс-президента РА Сержа Саркисяна и Федеральной Службы Безопасности (ФСБ) России. Об этом главного редактора "ТСП" Ваграма Агаджаняна уведомил сам господин Татоян.

В сообщении Омбудсмена Армении отмечается, что обращение армянских журналистов и вся документация направлены Уполномоченному по правам человека в Российской Федерации с призывом «изучить и принять необходимые меры» по этому нашумевшему и позорному делу.

Отметим, что незаконно закрытая газета зарегистрирована на территории Республики Армения, в столице РА – Ереване, в полном соответствии с требованиями армянского законодательства (номер свидетельства госрегистра 031077336, выдано 17.09.2007 г.). Коллектив издания укомплектован преимущественно из граждан Армении и Нагорного Карабаха.
Параллельно «ТСП» обратилась и к конституционным гарантам прав и свобод граждан и СМИ обеих армянских республик – руководителям Армении и Нагорного Карабаха, надеясь на их помощь. Подчеркнем, что Омбудсмен Нагорного Карабаха, в отличие от своего армянского коллеги, пока никак не среагировал на факт закрытия независимой газеты.
Вкратце напомним суть дела – ситуация вокруг него и впрямь беспрецедентна. Издание, где мирно сотрудничали представители разных стран и национальностей – армяне и азербайджанцы, грузины и русские, турки и курды, евреи и граждане Ирана и т.д. – судя по всему, стала настоящим бельмом на глазу властей России. Представитель каждой страны, каждого народа мог беспрепятственно освещать на страницах «ТСП» позицию общественно-политических сил своего государства. Похоже, это и стало одной из основных причин незаконного закрытия издания.
С сентября 2011 г. армянская газета вынуждена была приостановить свою деятельность вследствие хищения его финансовых средств со стороны подполковника ФСБ РФ Вадима Поздышева. Осенью 2010 г. ФСБ возбудила уголовное дело против В. Поздышева за это преступление, а летом 2011 г. уволила его с государственной службы. Указанный факт подтвержден многочисленными свидетельскими показаниями не только родственников и представителя начальства Поздышева из ФСБ, но и самого правонарушителя (копии их письменных сообщений сохранены). Иначе говоря, ФСБ РФ сама убедилась в преступности действий В. Поздышева, «наказала» его за грабеж журналистов и даже запретила ему выезд за рубежи РФ, но возвращать средства, честно заработанные интернациональным коллективом издания, мягко говоря, не торопится.
В течение многих лет «ТСП» неоднократно обращалась во все правовые инстанции Российской Федерации, но ни Генпрокуратура, ни Следственный комитет, ни Военная прокуратура, ни тем более ФСБ этой страны, в нарушение действующего законодательства РФ, не удосужились хотя бы опросить свидетелей по данному делу, несмотря на многочисленные обращения журналистов и готовность предоставить все доказательства хищения газетных средств. Видимость какого-то расследования пыталось создать только МВД РФ, но после тяжких трехмесячных раздумий решило передать дело в ФСБ, сославшись на его «особую важность».
Весьма своеобразно среагировала сама ФСБ. Уже бывший начальник ЦОС этого ведомства господин Захаров, в ответ на протесты «ТСП», цинично заявил, что ФСБ прекращает переписку по этому делу – ничего не объясняя и не сообщая, когда журналисты, наконец, получат украденные средства. Руководитель любого ведомства вроде бы должен заинтересоваться и среагировать на многочисленные письменные протесты журналистов и, как минимум, провести хотя бы формальное расследование, как этого требует законодательство даже самых отсталых государств мира. Но директор ФСБ А. Бортников не расследует дело, а кто-то «таинственным» образом блокирует письма журналистов президенту РФ В. Путину. Хотелось бы знать, почему… 
Редакция «ТСП» получила также письмо Министерства иностранных дел России, которое призвало армянских журналистов обратиться… в правоохранительные органы почему-то Армении. «ТСП», естественно, не последовала совету МИД РФ – по той простой причине, что оно демонстрирует абсолютное незнание элементарных норм юриспруденции: правоохранительные органы Армении, даже при большом желании, не могут рассмотреть указанное дело. Поскольку преступление против газеты совершено на территории Российской Федерации, а преступник – подполковник ФСБ РФ Вадим Поздышев – является гражданином России, армянский суд не правомочен рассматривать правонарушения иностранцев, совершенные в других государствах. В данной ситуации это могут сделать только правоохранительные органы России, которые откровенно прикрывают преступника. А МИД этой страны, судя по всему, пытается направить гнев армянских журналистов против властей Армении, понимая, что в ходе расследования преступления в РФ дело получит общественный резонанс, и всплывут весьма и весьма скандальные подробности беззаконий и многолетних издевательств ФСБ над армянским изданием. А может – и более серьезные обстоятельства…
Всё всем понятно в этом деле. Известен преступник – подполковник ФСБ Вадим Поздышев. Известно, сколько денег он украл у журналистов, вследствие чего газета закрылась. Известно, где он прятал украденную сумму. Известно, когда и почему его спешно «уволили» из ФСБ, быстро трудоустроив в другом ведомстве. Неизвестно другое: почему Кремль и ФСБ, периодически выступающие с заявлениями о братских и союзнических отношениях с армянским народом, прикрывают преступника, ограбившего граждан братской страны? Только потому, что он – офицер ФСБ, а пострадавшие – армяне и журналисты?
Трагикомизм ситуации в том, что сам вор из ФСБ на более чем 21-ой странице признался в воровстве (копии сохранены и отправлены директору ФСБ А. Бортникову и пресс-секретарю президента РФ Д. Пескову). Признали это и его коллеги из ФСБ, и даже родственники проворовавшегося российского чиновника (последние – честные, порядочные граждане России – сами относят обращения журналистов в правоохранительные органы РФ).
Но власти Российской Федерации, в первую очередь ФСБ, грубо нарушая даже собственное законодательство, отказываются расследовать дело. Более того – они обращаются за поддержкой в МИД Франции с просьбой прекратить протесты французских журналистов и предотвратить распространение информации об этом беззаконии в Европе и США. Вот такое «братство» и «союзничество»…
По уточняющейся информации, поступающей из Москвы, и дело «Третьей Силы Плюс», и другие многочисленные факты грубейшего ущемления прав граждан именно по национальному признаку, судя по развитию событий, вписываются в русло антиармянской политики известных кругов в РФ, в первую очередь, ФСБ, преследующих уже понятные всем политические цели.
Единственное желание закрытой газеты – справедливое расследование в рамках закона. Если редакция «ТСП» не права в своих требованиях, она готова принести публичные извинения перед общественностью двух стран и даже понести за это соответствующую ответственность. Если же права, то она требует вернуть финансовые средства «ТСП», украденные российским чиновником. 
Редакция «Третьей силы Плюс» обращается к своим коллегам из Союза журналистов Республики Армения и Нагорного Карабаха, Ереванских и Степанакертских пресс-клубов, средств массовой информации и правозащитных организаций Армении,  Нагорного Карабаха и Диаспоры с призывом поддержать справедливые и законные требования журналистов нашей газеты.
Сегодня они закрыли нас – завтра они придут за вами…

СПРАВКА. Независимая армянская газета "Третья Сила Плюс" была создана по совместной инициативе карабахского благотворителя Левона Айрапетяна и карабахского журналиста Ваграма Агаджаняна. Спустя 3,5 года со дня открытия газета была незаконно закрыта усилиями экс-президента Сержа Саркисяна и его зятя Микаела Минасяна - по заказу из иностранных хозяев. Закрыта "тонко" - через ФСБ РФ, чтобы направить гнев журналистов против России. Нарушив все мыслимые и немыслимые нормы законодательства своей же страны, ФСБ незаконно изъяла финансовые средства издания, хранившиеся в московском Альфа-банке, подальше от Сержа Саркисяна. Воспользовавшись своими связями в ФСБ, экс-президент Армении добился закрытия армянского издания.
Офицер ФСБ, укравший средства армянской газеты, уволен и изгнан из ФСБ, но руководство этого ведомства, выполнившее американский заказ, не возвращает сбережения армянским журналистам, вследствие чего газета приостановила свою деятельность. 
По уточняющимся сведениям, спецслужбы России и США - сопредседателей Минской группы ОБСЕ по Карабаху - получили приказ руководства своих стран начать борьбу с карабахскими армянами. Об этом сообщил также представитель президента России Сергей Марков, заявивший в Баку, что вопрос Карабаха - единственный вопрос, по которому у США и России в целом нет разногласий. То есть, арцахским армянам, а по сути - всему армянскому народу, объявлена самая настоящая тайная война, но так, чтобы дезориентированная армянская общественность не догадалась об этом. Тот же С.Марков заявил в столице Азербайджана, что скоро в Армении и НК начнутся такие "хитроумные внутриполитические события", которые в конечном итоге приведут к сдаче территорий Азербайджану. По его словам, именно в этом русле надо рассматривать многие антикарабахские события последних месяцев - независимо от политических симпатий и антипатий...

"ВАГРАМ АГАДЖАНЯН: МОЩНЫЙ СИМВОЛ СВОБОДЫ СЛОВА НА КАВКАЗЕ" - АМЕРИКАНСКАЯ ПЕЧАТЬ
"Почему все Вас так любят?", - спросила известная американская журналистка Шерри Риччиарди у Ваграма Агаджаняна. По ее словам, прежде чем встретиться с ним, она провела соцопрос среди представителей армянских СМИ и экспертного сообщества, и все опрошенные положительно отозвались о главном редакторе незаконно закрытой газеты "Третья Сила Плюс".

Вокруг независимой армянской газеты "Третья Сила Плюс" ("ТСП"), незаконно закрытой усилиями экс-президента Армении Сержа Саргсяна, разгораются нешуточные страсти, грозящие перерасти в самый настоящий политический кризис, учитывая вовлеченность в скандал большого числа журналистов и особый геополитический подтекст этого громкого дела.

Несмотря на все старания сил национальной безопасности Армении и НК, явно получивших приказ лично от главы армянского государства и пытающихся пресечь распространение любой информации о расправе, учиненной Саргсяном над "ТСП", ситуация однозначно выходит из-под контроля. О деле главного редактора "ТСП" Ваграма Агаджаняна, в недалеком прошлом объявленного "узником совести" со стороны "Эмнисти интернешнл", все чаще и чаще привлекает внимание зарубежных СМИ и правозащитных организаций, открыто рассуждающих об установлении в Нагорном Карабахе классической модели криминальной диктатуры с элементами самой настоящей хунты.

В этом контексте стоит упомянуть также статью известной американской журналистки Шерри Риччиарди, опубликованной в "American Journalism Review", которая почти целиком посвящена Ваграму Агаджаняну и криминальных действиях армянского руководства в Нагорном Карабахе.

Вот что она, в частности, пишет в своей публикации: "Единственной причиной, заставившей меня приехать из США в Армению и проделать утомительный 7-часовой путь в один из самых отсталых регионов бывшего СССР - Нагорный Карабах, стало желание увидеть Ваграма Агаджаняна - журналиста, чья деятельность вызвала к нему симпатии тысяч людей на Западе и чье имя стало мощным символом свободы прессы на Кавказе.В дремучем карабахском регионе, где власти до сих пор руководствуются замшелыми нормами коммунистического деспотизма, преследования журналистов и СМИ привели к неожиданному и трагикомическому финалу: расправа над Агаджаняном и попытки армянских властей заткнуть рот независимой прессе дали обратный эффект. Мощная международная волна протестов охватила и США, и Европу, и Россию, объединив даже армянских и азербайджанских журналистов.

Более того, дело Ваграма Агаджаняна сплотило практически все армянские СМИ, обычно жестко конкурирующие друг с другом: главные редакторы всех ведущих армянских СМИ перепечатали статьи Агаджаняна, иронично предложив властям Армении и Карабаха арестовать также их (инициатива этой акции принадлежит главному редактору газеты "Аравот" ("Утро") Араму Абрамяну). Желая сломать Агаджаняна, власти Армении, по сути, сломались сами", - пишет американская журналистка.

Далее она отмечает: "Набирая в Google имя Ваграма Агаджаняна, сразу натыкаешься на десятки публикаций этого журналиста или множество ссылок других авторов на его статьи о коррупции в государственных структурах и беспощадных гонениях и преследованиях простых карабахцев. Сегодня в Нагорном Карабахе, страдающем от невероятной нищеты и последствий межэтнического конфликта, установилась настоящая диктатура, которая воспринимается большинством международных наблюдателей в качестве авторитарного режима. Красноречивым доказательством тому является изоляция журналиста Ваграма Агаджаняна, которого власти Армении, по сути, лишили права заниматься своей профессиональной деятельностью".

Отметим, что по последним данным, поступающим из Нагорного Карабаха, экс-президент Армении Серж Саргсян, добившийся закрытия газеты "Третья Сила Плюс", дал приказ своим марионеткам приступить к запугиваниям Ваграма Агаджаняна и его семьи. Акции устрашения поручены руководителю Службы национальной безопасности НК и шефу местной полиции. Одновременно заблокированы почти все электронные адреса редакции "ТСП" и выведены из строя все компьютеры газеты. Параллельно незаконно и без всякого объяснения (!) изъяты все финансовые сбережения издания из московского "Альфа-банка". Логика армянских властей проста - мир не должен знать правду о Карабахе и творимых там неописуемых беззакониях.

Ваграма Агаджаняна, по сути, лишили всех средств к существованию, права на безопасное передвижение, медицинское обслуживание - словом, права на жизнь. Но сломать журналиста, пережившего множество арестов и кучу уголовных дел, провалившихся даже в пещерных "судах" Карабаха, властям пока не удается.

Более того: Ваграм Агаджанян готовится выступить с такими сенсационными разоблачениями преступных действий властей, что от удивления и отвращения окаменеет общественность не только Армении и Нагорного Карабаха...

"HE SAID IT WAS ARMENIAN MONEY AND WAS AFRAID OF A SEARCH": DETAILS OF A LOUD SCANDAL IN THE FSS
The Russian authorities continue to persecute Armenian journalists and cover up the criminal who robbed the staff of an independent Armenian newspaper...
The unprecedented situation that has developed around the independent Armenian newspaper "Third Force Plus" ("TFP"), which was illegally closed by the efforts of Armenian President Serzh Sargsyan and the Federal Security Service (FSS) of the Russian Federation, continues to escalate. The newspaper was opened on the joint initiative of the famous Moscow philanthropist Levon Hayrapetyan, who tragically died recently in the Mordovian prison of the Russian Federation, and the Karabakh journalist Vahram Aghajanyan.
As you know, a significant part of the financial resources of the Armenian edition, stored in the Moscow "Alfa-Bank", without any official or unofficial explanation, was illegally appropriated by the FSS, as a result of which the newspaper was forced to suspend its activities. FSS Lieutenant Colonel Vadim Pozdyshev, who stole journalistic savings, is clearly taken under the protection of the leadership of this department, although his guilt in this crime has been proven many times. Moreover, it was proved to such an extent that the FSS itself was forced to hastily dismiss him from the service and, covering its tracks, employ its stolen officer in the Moscow company RBE GROUP (head of the analytical department). This was reported to "TFP" by Pozdyshev's household — citizens of Russia, who themselves are shocked by the illegal actions of their relative and fully support the fair demands of the staff of the Armenian newspaper.
New details of the heinous massacre of Armenian journalists by the authorities are being revealed. Here is what a relative of the FSS lieutenant colonel living in Moscow, Elena Zatonskaya, also a citizen of the Russian Federation, says: "One day he came to our house with a large sum of money. To my question "What is it?", he said that "It is Armenian money" and was very afraid of a search. I urged him to immediately send these amounts to journalists. He mumbled something unintelligible and, as I understood, never sent them to the address. Some time later, he was dismissed from the FSS for embezzling journalistic funds. Pozdyshev's immediate superior in the FSS, Elena Guseva, sent him a notification with an order not to leave the Russian Federation-either until 2015, or until 2017".
Ms. Zatonskaya, in her letter to the "TFP" editorial office, called on Armenian journalists to appeal to the FSS leadership to return the stolen newspaper savings and expressed her readiness to assist in restoring justice and legality in this shameful case. The demands of the Armenian journalists are so fair, and the lawlessness towards the newspaper is so unprecedented, that the Moscow relatives of the thief-honest, decent citizens of Russia - are themselves ready to take letters of protest to the FSS and other state structures of the Russian Federation.
There are so many facts in the case of "TFP" that any provincial district police officer can cope with its disclosure. Even the written evidence of the criminal himself about the theft has been preserved (already on page 21). There are other, more important documents. Moreover, the number of evidence of the crime continues to grow. And they sometimes come... even from employees of the FSS itself.
It turns out that the FSS offices of almost all regions of Russia have been informed about the scandal surrounding the closure of "TFP".
A relative of one of the Armenian officers who served in the FSS, on condition of anonymity, told "TFP" Moscow and Tyumen sources that "the noise in the Office is very big" and "there are already many questions about Armenian money." Many officers are at a loss: why does Bortnikov (Director of the FSS — auth.) prefer to "dirty the shoulder straps because of one punctured renegade" and "fight with journalists because of him"? According to some reports, the thief is covered not only in the leadership of the FSS, but also by his relatives in the ruling United Russia party.
But that's not all. Recently, the editor-in-chief of "TFP" and the journalists of the publication received a letter from one of the high-ranking officials of the Russian Federation, who prepared analytical reports for the Russian Security Council and recently changed the profile of his activities. His name is Nikolai Romanovich Dimlevich. Later, he was included in the working group of the Committee on CIS Issues of the State Duma of the Russian Federation and sometimes spoke in the Russian Parliament on the topic, for example, "The relationship of the Russian Federation with the CIS countries in the context of "color revolutions", energy and other projects". Nikolay Dimlevich also receives calls from the Russian presidential administration about the same issues, since he is considered a professional in matters of geopolitics.
To the readers 'attention, we present a fragment of his letter addressed to the editor-in-chief of TSP and the staff of the publication: "Dear Vagram! I sincerely hope that you will be able to achieve justice, although, as you know, it is quite difficult. In any case, I wish you victory. According to my information, V. P. (Vadim Pozdyshev — auth.) was dismissed (from the FSS) in the summer of 2011. His colleagues are unlikely to take out "trash from the hut". The only thing you can do is to submit the documents directly to the Director of the department where V. P. served. It is easy to contact the Director. There are several ways: via e-mail to the site (there is also an address in Moscow), by registered mail from your country, you can personally come through the reception of the Director (it is located on Kuznetsky Most Street) UNDER THE RECEIPT(!!!) hand over the package, where to specify to whom, from whom and on what issue. The review period is 30 days. Justice must prevail, and Evil must be punished. You are people of honor and I wish you good luck, success and faith. With sincere respect, Nikolay Dimlevich".
The editorial office of the Armenian newspaper, which was closed by the efforts of the Russian authorities, followed the advice of Mr. Dimlevich and sent the FSS Director Mr. Bortnikov some of the evidence of the crime, including written evidence of the thief himself about the theft of journalistic funds. The FSS representative said that a real war had begun in his department between warring clans who are trying to defame each other in front of the leadership and, apparently, in front of the Administration of President Putin. According to him, the theft of funds of Armenian journalists is the result of the activities of warring groups in the FSS.
In today's Russia, according to the FSS lieutenant colonel, we quote, "the incompetent sons of high-ranking officials displace professionals like him," which is why the entire activity of this department suffers. He does not deny his guilt in what happened and is ready to apologize to the entire staff of the publication.
The editor-in-chief of "TFP" shamed the FSS lieutenant colonel, urged him not to involve journalists in an internal squabble in the FSS and demanded that the funds stolen from journalists be returned immediately.
Oddly enough, in this confrontation, the FSS leadership did not support the newspaper, but... the FSS lieutenant colonel, whom she herself dismissed for embezzlement of newspaper funds. They are still not returned to the journalists.

The Commissioner for Human Rights in the Republic of Armenia Arman Tatoyan sent a written request to his colleague in the Russian Federation regarding the case of the independent Armenian newspaper "Third Force Plus" (TSP), which was illegally closed by the efforts of the Federal Security Service of the Russian Federation. The editor-in-chief of TSP Vahram Aghajanyan was informed about this by Mr. Tatoyan himself.
The report of the Armenian Ombudsman notes that the appeal of Armenian journalists and all documentation were sent to the Commissioner for Human Rights in the Russian Federation with an appeal to "study and take the necessary measures" on this sensational and shameful case.
It should be noted that the illegally closed newspaper is registered on the territory of the Republic of Armenia, in the capital of the Republic of Armenia – Yerevan, in full compliance with the requirements of the Armenian legislation (state register certificate number 031077336, issued on 17.09.2007). The staff of the publication is staffed mainly from citizens of Armenia and Nagorno-Karabakh.
At the same time, TSP also appealed to the constitutional guarantors of the rights and freedoms of citizens and the media of both Armenian republics – Presidents Serzh Sargsyan and Bako Sahakyan, hoping for their help. We would like to emphasize that the Ombudsman of Nagorno-Karabakh, unlike his Armenian counterpart, has not yet reacted in any way to the fact of the closure of the independent newspaper.
Let us briefly recall the essence of the matter – the situation around him is indeed unprecedented. The publication, where representatives of different countries and nationalities – Armenians and Azerbaijanis, Georgians and Russians, Turks and Kurds, Jews and Iranian citizens, etc. – peacefully cooperated, apparently, became a real thorn in the eye of the Russian authorities and, first of all, the FSS. The representative of each country, each people could freely cover the position of the socio-political forces of their state on the pages of the TSP. It seems that this was one of the main reasons for the illegal closure of the publication.
Since September 2011, the Armenian newspaper was forced to suspend its activities due to the embezzlement of its financial resources by Lieutenant Colonel of the FSS of the Russian Federation Vadim Pozdyshev. In the autumn of 2010, the FSS opened a criminal case against V. Pozdyshev for this crime, and in the summer of 2011 dismissed him from public service. This fact is confirmed by numerous witness statements not only by Pozdyshev's relatives and a representative of the FSS superiors, but also by the offender himself (copies of their written messages have been preserved). In other words, the FSS of the Russian Federation itself was convinced of the criminality of V.'s actions. Pozdysheva, "punished" him for robbing journalists and even banned him from traveling abroad of the Russian Federation, at least until 2015, but to return the funds honestly earned by the international team of the publication, to put it mildly, is in no hurry.
For four years,TSP has repeatedly appealed to all legal authorities of the Russian Federation, but neither the Prosecutor General's Office, nor the Investigative Committee, nor the Military Prosecutor's Office, nor the FSS of this country, in violation of the current legislation of the Russian Federation, have bothered to at least interview witnesses in this case, despite numerous appeals from journalists and their willingness to provide all evidence of theft of newspaper funds. Only the Ministry of Internal Affairs of the Russian Federation tried to create the appearance of some kind of investigation, but after three months of serious reflection, it decided to transfer the case to the FSS, citing its "special importance".
The FSS itself reacted in a very peculiar way. The head of the DSP of this department, Mr. Zakharov, in response to the protests of TSP, cynically stated that the FSS stops correspondence on this case – without explaining anything and without informing when the journalists will finally receive the stolen funds. The head of any department seems to be interested and react to the numerous written protests of journalists and, at least, conduct at least a formal investigation, as required by the legislation of even the most backward states of the world. But the director of the FSS A. Bortnikov is not investigating the case, and someone" mysteriously " blocks the letters of journalists to the President of the Russian Federation V. Putin and Prime Minister Dmitry Medvedev. I would like to know why…
The editorial board of TSP also received a letter from the Ministry of Foreign Affairs of Russia, which called on Armenian journalists to contact... the law enforcement agencies of Armenia for some reason.TSP, of course, did not follow the advice of the Russian Foreign Ministry – for the simple reason that it demonstrates absolute ignorance of the elementary norms of jurisprudence: the law enforcement agencies of Armenia, even with a strong desire, can not consider this case. Since the crime against the newspaper was committed on the territory of the Russian Federation, and the criminal – Lieutenant Colonel of the FSS of the Russian Federation Vadim Pozdyshev – is a citizen of Russia, the Armenian court is not authorized to consider the offenses of foreigners committed in other states. In this situation, this can only be done by the law enforcement agencies of Russia, which openly cover the criminal. And the Foreign Ministry of this country, apparently, is trying to direct the anger of Armenian journalists against the Armenian authorities, realizing that during the investigation of the crime in the Russian Federation, the case will receive a public response, and very, very scandalous details of the lawlessness and long-term mockery of the FSS over the Armenian publication will emerge. And maybe even more serious circumstances…
Everything is clear to everyone in this case. A known criminal is FSS Lieutenant Colonel Vadim Pozdyshev. It is known how much money he stole from journalists, as a result of which the newspaper was closed. It is known where he hid the stolen amount. It is known when and why he was hastily "dismissed" from the FSS, quickly finding a job in another department. Another thing is unknown: why do the Kremlin and the FSS, who periodically make statements about fraternal and allied relations with the Armenian people, cover up a criminal who robbed citizens of a fraternal country? Just because he is an FSS officer, and the victims are Armenians and journalists?
The tragicomism of the situation is that the thief from the FSS himself confessed to theft on more than 21 pages (copies were saved and sent to the director of the FSS A. Bortnikov and the press secretary of the President of the Russian Federation D. Peskov). This was also recognized by his colleagues from the FSS, and even relatives of the stolen Russian official (the latter-honest, decent citizens of Russia - themselves refer the appeals of journalists to the law enforcement agencies of the Russian Federation).
But the authorities of the Russian Federation, primarily the FSS, grossly violating even their own legislation, refuse to investigate the case. Moreover, they are appealing for support from the French Foreign Ministry with a request to stop the protests of French journalists and prevent the dissemination of information about this lawlessness in Europe and the United States. Here is such a "brotherhood" and "alliance"…
According to the updated information coming from Moscow, both the case of the "Third Force Plus" and other numerous facts of gross infringement of the rights of citizens on the basis of nationality, judging by the development of events, fit into the mainstream of the anti-Armenian policy of well-known circles in the Russian Federation, primarily the FSS, pursuing political goals that are already clear to everyone.
The only desire of a closed newspaper is a fair investigation within the framework of the law. If the editorial board of TSP is not right in its demands, it is ready to make a public apology to the public of the two countries and even bear appropriate responsibility for this. If she is right, then she demands to return the funds of TSP stolen by a Russian official.

Vahram Aghajanyan: a powerful symbol of press freedom in the Caucasus - "American Journalism Review"
"Why does everyone love you so much?" the American journalist asked Vahram Aghajanyan. According to her, before meeting with him, she conducted a poll among representatives of the Armenian media and the expert community, and all the respondents spoke positively about the editor-in-chief of the illegally closed newspaper "Third Force Plus".
Serious passions are flaring up around the independent Armenian newspaper "Third Force Plus" ("TFP"), which was illegally closed by the efforts of the FSS of the Russian Federation and ex-President of Armenia Serzh Sargsyan, which threatens to turn into a real political crisis, given the involvement of a large number of journalists in the scandal and the special geopolitical subtext of this high-profile case.
Despite all the efforts of the national security forces of Armenia and the NK, who clearly received an order personally from the head of the Armenian state and are trying to stop the spread of any information about the massacre committed by Sargsyan over the "TFP", the situation is clearly getting out of control. The case of TSP editor-in-chief Vahram Aghajanyan, recently declared a "prisoner of conscience"by Amnesty International, is increasingly attracting the attention of foreign media and human rights organizations, who openly talk about the establishment of a classic model of criminal dictatorship in Nagorno-Karabakh with elements of a real junta.
In this context, it is also worth mentioning an article by the famous American journalist Sherri Ricciardi, published in the American Journalism Review, which is almost entirely devoted to Vahram Aghajanyan and the criminal actions of the Armenian leadership in Nagorno-Karabakh.
Here is what she writes in her publication: "The only reason that made me come from the United States to Armenia and make a tedious 7-hour journey to one of the most backward regions of the former USSR - Nagorno-Karabakh, was the desire to see Vahram Aghajanyan - a journalist whose work has endeared him to thousands of people in the West and whose name has become a powerful symbol of press freedom in the Caucasus.In the dense Karabakh region, where the authorities are still guided by the mossy norms of communist despotism, the persecution of journalists and the media led to an unexpected and tragicomic ending: the massacre of Aghajanyan and the attempts of the Armenian authorities to silence the independent press had the opposite effect. A powerful international wave of protests swept the United States, Europe, and Russia, bringing together even Armenian and Azerbaijani journalists.
Moreover, the case of Vahram Aghajanyan united almost all the Armenian media, which usually compete fiercely with each other: the editors-in-chief of all the leading Armenian media reprinted Aghajanyan's articles, ironically suggesting that the Armenian and Karabakh authorities arrest them as well (the initiative of this action belongs to the editor-in-chief of the newspaper "Aravot" ("Morning") To Aram Abramyan). It should be noted that according to the latest data coming from Nagorno-Karabakh, ex-President of Armenia Serzh Sargsyan, who achieved the closure of the newspaper "Third Force Plus", ordered his puppet Bako Sahakyan to start intimidating Vahram Aghajanyan and his family. The head of the NK National Security Service and the chief of the local police are charged with the actions of intimidation. At the same time, almost all the e-mail addresses of the TSP editorial office were blocked and all the newspaper's computers were disabled. In parallel, illegally and without any explanation (!), all the financial savings of the publication were withdrawn from the Moscow "Alfa-Bank". The logic of the Armenian authorities is simple - the world should not know the truth about Karabakh and the indescribable lawlessness committed there.
Vahram Aghajanyan, in fact, was deprived of all means of subsistence, the right to safe movement, medical care-in short, the right to life. But the authorities are not yet able to break the journalist, who has survived many arrests and a lot of criminal cases that failed even in the cave "courts" of Karabakh.
Moreover, Vahram Aghajanyan is preparing to make such sensational revelations of the criminal actions of the authorities that the public will be petrified with surprise and disgust not only in Armenia and Nagorno-Karabakh...

French Periodical Demands Clarification On Closure of Armenian Newspaper From Russian Authorities

The closure of the Third Force Plus Newspaper facilitated by the FSS has caused an international scandal.
Le Monde Diplomatique, an influential French newspaper, has sent a special letter to the Russian embassy in Paris, calling the Russian government to stop damage to their Armenian periodical.
The Third Force Plus is the official representative of the French newspaper in Armenia. Le Monde Diplomatic has signed an agreement with the TFP on long-term cooperation. The Board of Directors of the French periodical called a special meeting to discuss the closure of the Armenian newspaper and decided to address the Russian government.
The editorial board of the TFP alleged that the FSS deputy colonel Vadim Pozdischev has misappropriated the funds of the newspaper’s international staff. However, the Russian law enforcement agencies refuse to investigate the case, breaching the legislation and not explaining such a strange behavior towards a proven crime. The strange thing is that the Russian authorities have dismissed Pozdischev from service but they are reluctant to return the money of the newspaper.
The representative of the Board of Directors of Le Monde Diplomatique Ms. Anna-Cecil Robert has expressed concerns to the Russian ambassador to France. For reasons that are not known to us Mr. Pozdischev has taken the newspaper’s bank account under total control and left our Armenian periodical of its financial resources.
The editor-in-chief and the staff of the Armenian newspaper have sent letters to Vladimir Putin and Dmitry Medvedev who recommended that the ministry of interior and the FSB investigate the case. Ms. Robert believes that the situation is serious, and the closure of the Armenian newspaper is unfair and illicit.
Le Monde Diplomatique has called the French foreign minister to influence the Russian government to make sure that damage to the Third Force is compensated within the shortest possible time. Anna-Cecil Robert informed the French foreign ministry that the inapprehensible situation continues to threaten their Armenian periodical which is unable to return its own funds.
Another scandal relating to this vociferous case is coming up. The Russian service of RFE/RL has requested the FSS to clarify the situation. Its reporter Anastasia Kirilenko has made a written inquiry but the FSS has not responded. The head of FSS Bortnikov and the Russian ambassador to Armenia Volinkin have not replied to any of the letters addressed to them, which is a violation of the legislation of Armenia.
Rumors came that the Third Force Plus’ case has caused a panic in FSS. FSS has asked the Armenian and NKR governments to silence the protest of the newspaper, and the Armenian side has promised to take measures.
