Первая - это деятельность моего предприятия "АТА ВАНК ЛЕС", которая привнесла элементы цивилизованного бизнеса в криминально-полуфеодальную действительность Карабаха, что само по себе не могло остаться незамеченным тоталитарным режимом республики. Такой диссонанс не прощается.
Второй причиной является сам факт существования процветающего предприятия в условиях общей стагнации и паралича экономики НКР. На этом фоне власти воспринимаются населением, мягко говоря, не с выигрышной стороны.
Но самой основной причиной является то, что я отказался поддержать на выборах бывшего президента НКР (Аркадия Гукасяна – В.А.), несмотря на то, что он сам обратился ко мне с такого рода просьбой. Тот, кто знаком с мстительной натурой руководителя Карабаха, должен понять причины политической кампании, развернутой против меня силовыми органами НКР.

returned the government medal to the authorities, saying that he could not
accept it from the president's hands. It is noteworthy that the current head of
NK Bako Sahakyan personally participated in the harassment and persecution of
the benefactor...
Ex-President of Armenia
Serzh Sargsyan and former Prime Minister of Armenia Karen Karapetyan, as is
known, called on the Armenian Diaspora to fearlessly open enterprises in
Armenia and Nagorno-Karabakh, make investments and open jobs for disadvantaged
citizens of both Armenian republics.
The initiative of the
former Armenian authorities, needless to say, would have been commendable, if
not for one "but". It is, at least, perplexing that the Armenian
leadership has again turned to the repeatedly robbed diaspora with this appeal,
and not to its own nouveau riche and moneybags - after all, the richest
Armenians live in Armenia and Nagorno-Karabakh, and not beyond their borders.
According to numerous Armenian and foreign sources, at least 5 billionaires and
300 millionaires in dollar terms are currently active in Armenia. And according
to the Armenian opposition and the American organization Global Financial
Integrity, from 9.8 to 30 billion dollars have been illegally exported from the
country in recent years.
Two Armenian
presidents, two prime ministers, two governments, two Prosecutor General's
offices, two National Security Services, the Interior Ministry and other
government agencies in Armenia and NK are not interested in who these people
are? Why don't they invest in their own country's economy? Why do Armenian
businessmen invest, for example, 200 million dollars in the Georgian economy,
and not in their native Armenian enterprises? Why do officials from Yerevan and
Stepanakert always beg for money from the diaspora, which already helps the
historical Homeland with all available and inaccessible means? Or do you not
want to rummage in your bottomless pockets?
But that's not even the
problem.
Even before these
rather tired appeals of the authorities, Armenian businessmen from around the
world actively helped Armenia and NK. Among them is the famous Moscow
businessman and philanthropist Levon Hayrapetyan, who has made an invaluable
contribution to the development of Armenia and Karabakh.
After parting with his
family living in the United States for a long time, abandoning all business in
Moscow, he returned to his native village of Vank in the Martakert district of
NK, where his father was born. To the detriment of his own business,
Hayrapetyan opened hundreds of jobs for residents of several villages by
building a modern woodworking plant, which, in fact, has no analogues in the
world, investing several million dollars in this business. The well-known
businessman provided tremendous assistance to the two Armenian republics and in
many other areas and was ready to expand this assistance.
But ... the Armenian
authorities anxiously followed the activities and increasing popularity of the
patriotic businessman, who is also distinguished by his independent thinking
and his own point of view on the socio-political processes in the republic. The
result of the arbitrariness of the authorities is known to everyone:
Hayrapetyan's factory was closed by a strong-willed decision of the NKR
leadership, and hundreds of ordinary Karabakh people, once again unemployed,
were simply thrown out into the street. The businessman himself is currently
serving time in Moscow - on a very, very, let's say, vulnerable and extremely
"mysterious" charge.
"And every time we dream of freedom, we build a new prison." This sad formula of the Russian poet, derived long before the formation of the Republic of Armenia and the NKR, has today, alas, become the norm of life in both Armenian republics. By jailing their own citizens who suffered indescribable ordeals in the hardest war, subjecting thousands of their compatriots to political persecution and destroying the fragile sprouts of a democratic society, the authorities of Armenia and NK began to fight with independent businessmen who are trying to alleviate the plight of their people as much as possible. The example of Levon Hayrapetyan, who decided to return the government medal awarded to him to the Armenian authorities, is the clearest confirmation of what has been said.

Before his arrest, the businessman gave an exclusive interview to Vahram Aghajanian, the editor–in-chief of the independent Armenian newspaper “Third Force Plus” (“TFP”), which was closed by the efforts of the Armenian authorities and their foreign owners. It is believed that the famous philanthropist was arrested at the request of the Armenian authorities. In private conversations with Aghajanyan, the businessman said that, we quote, "threats of physical violence were sent to me from Yerevan and Stepanakert, in which the Armenian authorities are apparently great experts." And the most curious thing is that the head of NK Bako Sahakyan personally participated in the harassment and persecution of the benefactor...
According to many
observers, one of the main reasons for the arrest of L. Hayrapetyan is as
follows: the Armenian philanthropist has clearly shown and proved that even one
wealthy businessman is able to lead Karabakh out of the severe economic crisis
in which the second Armenian republic remains to this day. And the causes of
this crisis should be sought not only and not so much in the unfinished war
with Azerbaijan, but in the criminal methods of state administration of the Armenian
authorities, openly supported by some centers of power.
It is also noteworthy
that both the arrest of the businessman and the criminal, as they say,
head-to-toe closure of the Armenian newspaper "Third Force Plus" were
entrusted to the FSS (KGB) of Russia. In any case, all the savings of the Armenian
edition were stolen by FSS Lieutenant Colonel V. Pozdyshev. The FSS punished
its employee for this theft, but it is in no hurry to return the money to
Armenian journalists, as a result of which the newspaper was forced to suspend
its activities.
We present to the
readers an interview of an Armenian businessman to the editor-in-chief of “TFP”,
Vahram Aghajanyan, with minor abbreviations (Mr. Hayrapetyan told the editor of

relationship between representatives of the authorities of Armenia, NK and
Russia).

LEVON HAYRAPETYAN: "I CANNOT ACCEPT THE MEDAL FROM THE HANDS OF THE PRESIDENT OF KARABAKH"
- Levon Gurgenovich, you were
perceived as a businessman, if not favored by the authorities, then not very
far from them. Moreover, by the decision of the NKR leadership, you were
awarded the government medal of Gratitude, which was later returned to the
authorities. What happened, what is the reason for the conflict?
- Indeed, I have
decided to part with this medal. I have great respect for the medals of
Nagorno-Karabakh, because I respect its heroic people. But I can't take it out
of the president's hands. May the Karabakh people forgive me for this.
The reasons for the
conflict, as it seems to me, are three.
The first is the
activity of my ATA VANK LES enterprise, which introduced elements of civilized
business into the criminal and semi-feudal reality of Karabakh, which in itself
could not go unnoticed by the totalitarian regime of the republic. Such
dissonance is not forgiven.
The second reason is
the very fact of the existence of a prosperous enterprise in the conditions of
general stagnation and paralysis of the NKR economy. Against this background,
the authorities are perceived by the population, to put it mildly, not from a winning
side.
But the most basic
reason is that I refused to support the former President of the NKR (Arkady Ghukasyan – V.A.) in the
elections, despite the fact that he himself addressed me with such a request.
Anyone who is familiar with the vindictive nature of the Karabakh leader should
understand the reasons for the political campaign launched against me by the
NKR law enforcement agencies.
As for our plant, we
were fined by the NKR tax Inspectorate, which visited us three times in a year.
Naturally, she did not find anything, she did not bring any charges. Before the
elections, we were even offered raw materials (timber), although in general we
were kept on starvation rations. After the elections, they came to us with
weapons in their hands, carried out an armed seizure of the enterprise with all
the ensuing consequences. One does not need to have special foresight to
understand that the tax inspectorate is fulfilling the political order of the
NKR leadership.
This suggests that the
president has little experience. You see, I was born and raised in Karabakh,
lived all the time in the provincial wilderness, did not see the world, did not
communicate with knowledgeable people, that's why he commits such stupid acts.
Immediately after the
elections, literally three or four days later, armed security forces came to
the plant in my absence and, without asking, without presenting any documents,
seized everything they found. Employees of my plant called me in the USA and
told me about what happened. It is known that according to the legislation,
representatives of law enforcement agencies had no right to break into a
private enterprise. They had to warn the management of the plant in advance,
ask for his permission and, having received, say, a negative answer, they could
act according to court orders, which was not done.
Now, because of our
case, a new law has been adopted in the NKR, allowing the tax inspectorate to
commit such robbery without a court decision. I am in some kind of theater of
the absurd, where there is a crudely staged performance with an unknown result
for the leadership of Karabakh. We know this result: if they win, the most
modern investment enterprise will collapse. It is noteworthy that during the
election campaign of the NKR president, old footage of the opening and visiting
of the plant was shown with only one purpose: look, they say, what a good
fellow I am, I attracted investments into the economy of the Republic.
During the long period
of active charitable assistance to Karabakh, I involuntarily studied the
phenomenon of these people. During the years of the Karabakh movement, to which
I was directly involved, while living in Moscow, I fought for the interests of
Karabakh, repeatedly flew to Nagorno-Karabakh during the war (the leadership of
the NKR is well aware of this). But I didn't want to participate in all this
primitive fuss.
The elections have
passed, and the degradation of public life in Nagorno-Karabakh continues. Who
is the winner? That group of figures whose enrichment will continue for another
five years, unless something extraordinary happens. The elections in the NKR
cannot be called fair and honest, because they were not. During the year, the
entire administrative resource, all law enforcement agencies, especially the
army, which usually brings the largest package of votes by order, were
mobilized. For many months before the elections, there was a total fooling of
the population in favor of only one candidate. Therefore, the elections cannot
be considered fair. When I was told from
Moscow and France that it was necessary to support a well-known candidate from
the government, I could not understand one thing: why, in fact, only him, maybe
there is another, more worthy candidate? Moreover, for the entire period of
his unremarkable activity, he has nothing much to boast about.
Being in a difficult
socio-economic situation, the people of Karabakh are subjected to total
zombification today. Serfdom and disenfranchisement are the natural state of
affairs in the NKR today. After analyzing the situation, I came to the
conclusion that there was a usurpation of power in Karabakh through formally
organized elections. It was carried out by people who are not capable of
leading the republic. Robbing the rich is a crime, but robbing the poor is a
monstrously immoral crime twice over.
- Why didn't you express your
opinion before the election?
- Respected figures in
the Republic of Armenia and the NKR, who during the year before the elections
formed a very negative opinion in me about the candidate from power, suddenly,
2 months before the elections, began to convince me of the highest political
expediency of his election as president. And they even named the figure - 89%.
It seems to me that justice has been sacrificed to that very notorious
political expediency.
The sad result of this
expediency is obvious - a totalitarian regime. Why is the President of the NKR
so heavily guarded, and his palace looks like a fortress among hovels? What is
he so afraid of? The people? A random cobblestone? Managers of this rank should
understand that the most precious thing a person has is a reputation. This is
the kind of political capital that will allow him, after retiring, to quietly
go out into the street, and openly look people in the eye. I want to warn our
leaders: come to your senses, guys, a wrong course aimed at impoverishing and
stupefying the people can, of course, slow down the process of growing
discontent, but it cannot prevent a growing explosion that will happen sooner
or later.
- You have joined the fight against
a regime for which not only generally accepted international norms, but also
your own laws are not written. Aren't you worried about the prospect of
opposing the presidential clan supported by official Yerevan?
- I am well aware of
all the difficulties of confrontation with the president and his company, with
all their Interior Ministry, KGB, tax inspectorate and other security forces. I
understand what they can do with an independent businessman, to whom veiled
threats of physical elimination come from Stepanakert, in which the authorities
in the NKR are apparently great experts.
I have already taken
all necessary measures based on my capabilities and the interests of protecting
the safety of my family. I have already contacted my lawyers in Russia and the
USA, as well as the relevant structures of the US government and the European
Union. I am a resident of these countries, and their responsibilities include
protecting my life and honor, as well as the life and honor of my family. And
all the information confirming the threats from the NKR is available and
continues to accumulate. But I do not intend to retreat, maybe my actions will
bring Karabakh closer to the status of a legal and independent state.
P.S. When
the material was ready for publication, information was received from Stepanakert
that the illegal actions of the Karabakh authorities against Levon Hayrapetyan
caused massive outrage among the population, especially the villagers of the
Martaker district. It came to the point that hundreds of residents of the
village of Vank demanded an explanation from those in power. According to the
latest information, the security forces and the Prime Minister of the NKR have
begun propaganda and forceful treatment of the protesting peasants. At the same
time, the Armenian law enforcement agencies, at the request of their colleagues
in the NKR, began to put pressure on representatives of the Hayrapetyan plant
in Yerevan.
