"We have not forgiven the Armenian nationalists for participating in the collapse of the Soviet Union. For them, this will be counted as a black line in the negative list for a long time. We all remember well these huge rallies of theirs in Yerevan. Russia has not forgotten this." Sergey Markov, a confidant of Russian President Vladimir Putin, a member of the Public Chamber of the Russian Federation, Director General of the Institute of Political Studies, said this in an interview with the Azerbaijani CBC television channel.
Recall that, according to the unanimous opinion of Russian experts themselves, the cause of the collapse of the Soviet Union was the processes of systemic disintegration that took place in the economy, social structure, public and political sphere of the USSR, which led to the cessation of the existence of this country at the end of 1991. On December 25, 1991, the President of the USSR, Mikhail Gorbachev, announced the termination of his activities in this post "for reasons of principle." And on December 26 of the same year, the Council of Republics of the Supreme Soviet of the USSR adopted a declaration on the termination of the existence of the USSR in connection with the formation of the CIS. What does the "Armenian nationalists" and Karabakh have to do with it, to put it mildly, is not entirely clear. Either Gorbachev was an "Armenian nationalist" and we are all unaware of this, or the Karabakh people secretly occupied the Kremlin in 1991, pretending to be members of the Politburo of the Central Committee of the CPSU.
However, it is not Markov's assessments of the events of the "days long gone" that are of interest, but his comments on the current conflict settlement process in NK. The Special Representative of the President of the Russian Federation, who recently visited Baku, said that the Kremlin is making great efforts to resolve the Karabakh issue. According to him, 8 months ago the parties were very close to reaching agreements on Karabakh, but for some reason they did not take place.
"It seems to me that there are conditions for some kind of big historical compromise. Armenia is very interested in ending the blockade by Turkey and Azerbaijan so that its economy can develop. Azerbaijan, on the other hand, is interested in Armenia handing over to it six of the seven occupied regions around Nagorno–Karabakh - it is clear that the Lachin corridor is strategically important for NK. It is a shame that 6 districts are still in a ruined state, that the international community has no influence to resolve their issue. Russia, Russian diplomacy is trying to make sure that the peace agreement in the region is lasting. And for it to be lasting, it must be in the interests of both peoples, both countries. I think there should be an exchange: the end of the blockade by Turkey and Azerbaijan, and the 6 districts around Nagorno–Karabakh by Armenia. This exchange is quite obvious. Armenia wants to get something more: well, some guarantees of non-resumption of hostilities, etc. Negotiations are currently underway around this," S. Markov said.
"But the key to the solution is in Russia, the international community will not play a special role without the Russian Federation. And there is only one key," the Azerbaijani journalist noted.
To which
the confidant of the President of the Russian Federation stated: "That's
the thing, there's only one key. If it is only on one side, it is always easy
to open the door. And when the key is "torn" between different
people, it is much more difficult to open this door."
Sergey
Markov approved Baku's position in the current realities. "Azerbaijan has
its own truth on the issue of Nagorno-Karabakh, and it is supported by Russia,
no one denies the territorial integrity of the Republic of Armenia. Azerbaijan
has been showing great restraint: for a quarter of a century it has not
conducted any real military operations against the Armenian troops who have
seized a huge part of the Azerbaijani territory. This restraint of Azerbaijan
is insufficiently appreciated by the international community. And this
restraint, I hope, will bear fruit," Markov said.
The Special Representative of the President of the Russian Federation noted that the budget of the Azerbaijani army exceeds the budget of the whole of Armenia, plus the Turkish army is also an ally of Baku. Nevertheless, he warned Azerbaijan against using armed forces in solving the Karabakh problem, because, we quote, "a military solution would mean a big, real massacre, by the way, with an outcome that is not completely predictable. At the same time, a military solution to the Karabakh issue could undermine the foundations of Azerbaijan's rapid economic development. The military path is a dead end for Baku. The solution within the framework of the Minsk Group is also a dead end."
What
is the way out of this impasse for Azerbaijan? And the way out is
"simple": Mr. Markov unequivocally called on Baku to begin the
process of integration with the CSTO and the EAEU, which includes Armenia.
That's when it will be easier for Moscow to justify its position on Karabakh.
The Armenian Diaspora in Western countries is of particular concern to the Russian President's confidant. He criticized the United States and France, where "the Armenian diaspora is the most influential" and, apparently, greatly hinders Moscow from achieving a "breakthrough" on the Karabakh issue. The "American partners", according to Markov, who play a "destructive role" in the OSCE Minsk Group, were also sharply criticized.
Russian Russian Public Chamber member is "well aware" that today there is "not a single Russian in Armenia and the Russian language is not used." He cited Azerbaijan as a positive example: "The Russian language in Armenia is much less developed than in Azerbaijan. I was pleasantly surprised when I saw how 4-year-old children in Azerbaijan talk to their parents in Russian. This is very important for us." But, for example, he "does not know" that the FSB of the Russian Federation, grossly violating the laws of both Armenia and its country, closes Russian-language (and not only) newspapers where representatives of different peoples, including Russians, Armenians and Azerbaijanis, peacefully cooperated. An order has been given to "demonize" the Armenians by any means, so Mr. Markov is pushing, laughing at the public with his clumsy, illiterate and easily refuted statements.
We are interested in another question: why do Armenian taxpayers keep as many as two Armenian foreign ministries suffering crushing diplomatic defeats one after the other? Why do we pay them millions of budget dollars, who do they serve and whose interests do they protect? Why are they silent in response to the flow of misinformation and outright lies of various "markovs" and others like him? Why do they not demand explanations from the Russian ambassador for brazen insinuations and insults against the Armenian people and the Armenian statehood? Why are the Presidents of Armenia and NK silent? Or do they only have the courage to fight Armenian journalists, their own citizens?
Silence
is not always gold. And one day it will come out sideways for these "wise
minnows"…
